The appeal came as a top-level forum on Aid Effectiveness holds in Accra, Ghana, from 2 to 4 September, on the progress made towards meeting the MDGs by 2015.
For the European Union (EU) to be efficient, development aid must have a real impact on the lives of billions of people living in poverty in the third world.
In this respect, EU called on donor countries to collaborate so as to coordinate their aid programmes and take joint decisions, to avoid that a multitude of donors be present in a given sector or country, while others are abondonned.
Solutions must be found for abandoned countries which do not receive any aid, for the benefit of countries donors rush to, notes the text of the appeal.
So as to help developig countries plan their own development strategies, EU call s on donor countries to schedule aid flows in a minimum three-year period.
For EU, donor countries must financially contribute to the national budgets of beneficiary countries, to allow the latter to fix their own priorities.
Instead of subordinating aid granting to a series of conditions, donor countries should focus on results that must be jointly defined, it said.
According to a document distributed to the media in Brussels, EU is the first do nor in the world, with a public aid for development worth 93 Euros per European citizen, aigainst 53 Euros for USA and 44 for Japan.
Nearly 90 per cent of the aid granted to Africa comes from EU, the document notes. |
