A training seminar for the party's central brigades that will guide the intra-party elections took place at the Frelimo Maputo headquarters Thursday, chaired by the party's general secretary Filipe Paunde.
Opening the seminar, Paunde insisted that the brigades must be thoroughly familiar with the Frelimo intra-party election directorate, with the party's code of conduct, and with the national legislation on municipal elections.
The brigades include members of the Frelimo Central Committee, members of the government, members of the Frelimo parliamentary group and full time party workers from the Maputo headquarters.
The intra-party elections are the culmination of a lengthy period of debate and proposals of candidates which began in June.
Candidates were proposed by the party branches in mid-June, then party committees whittled the number down in elections held at the level of circle (a grouping of branches) and then of zone or city committees.
The Frelimo Central Committee Secretary for Mobilisation and Propaganda, Edson Macuacua, told reporters that over a million party members, about 150,000 branches, 4,000 circle committees, 383 zone committees and 13 city committees had taken part in the intra-party elections.
The number of candidates for mayor in the 43 municipalities has now been cut dow n to 116.
In only two municipalities - Beira and Dondo - are the candidates unopposed.
In Beira, one of only five municipalities currently run by the main opposition party, the former rebel movement Renamo, Frelimo is running the Sofala provincial first secretary, and local business figure, Lourenco Bulha, in an attempt to unseat the current Mayor, Daviz Simango.
Macuacua confirmed that there are three candidates for the Frelimo nomination for mayor of Maputo.
They are the current mayor, Eneas Comiche, the chairperson of the Municipal Assembly, Generosa Cossa, and the Minister of Youth and Sport, David Simango (no relation to the Beira mayor).
Macuacua said that, as in the earlier stages, so next week all the inner-party elections would be by secret ballot.
"Openness, transparency and democracy characterise these elections", he stressed
Democratic intra-party elections, Macuacua added, "have helped strengthen the party's cohesion, because they have given the members the opportunity to share ideas about the various proposals for programmes for developing the municipalities that the candidates present."
Macuacua also regarded the democratic selection of candidates as "a decisive step in preparing our victory in the forthcoming municipal elections, because the internal elections confer greater legitimacy and a base of support for the candidates".
Once the brigades have returned to Maputo, the party's political committee will, on 25 August, approve the final list of candidates for mayor and for members of the municipal assemblies. |
